PROGRAM:
Changes to Workers Compensation Processes
The Division is currently in the process of establishing a new Experience Modification Rating (EMR) formula. Over the course of the next few months, the Division will be publishing new rules and regulations changing the way the EMR is calculated. The new plan is known as the “Split Plan”. The Split Plan will measure both frequency and severity of injuries; whereas the current plan measures only severity. While new to Wyoming, the formula is widely held as the industry standard, and is currently used in several other states. With the addition of the frequency component we are better suited to predict future behavior as it relates to safety.
SPEAKERS:
John Ysebaert, Division Administrator, SPHR –SCP
Mr. John Ysebaert was appointed the Division Administrator of the Office of Workforce Standards and Compliance in the Department of Workforce Services in January 2011. He is responsible for Wyoming OSHA, Workers’ Compensation, Labor Standards, and the Employment Tax Division. Prior to that, he was the Department’s Human Resources Administrator. Prior to joining the Department, John was the Director of Human Resources at Ivinson Memorial Hospital in Laramie. He has also worked as the Human Resources Manager for the University of Wyoming in Laramie. He is also a retired Special Forces “A-Team” Commander.John received his Master of Business Administration and Bachelor of Science in Organizational Communications both from the University of Wyoming. He is certified as a Senior Professional in Human Resources (SPHR).
Heidi McNeil (Matthews), Customer Advocation, SHRM Member
Heidi Matthews currently works as the Customer Service Advocate, for the Department of Workforce Services – Workers’ Compensation Division. In this position Heidi works hand in hand with those employed within the Division from the ground up, as well as the claimants, and the employers that are served by the Division; providing internal and external customer service and solutions.Prior to working in her current capacity Heidi was an Analyst within the Workers’ Compensation Division. She has many years of experience within this capacity, which enables her to understand the Division from a diverse perspective.Heidi has worked for the State of Wyoming for nearly 5 years. She has worked for Workers’ Compensation, as well as for Wyoming Highway Patrol, in a Human Resource capacity. Prior to coming on to the state she worked within the private sector within Human Resources for 7 years.Heidi is currently working on her second Master’s degree, the current one is in Mental Health Counseling with two specialties; Addictionology and Forensic Counseling. She has earned three undergrad degrees and a Master’s in Human Resource Management and is eager to complete the current Master’s with the aspiration of obtaining her PhD. Heidi is a member of SHRM and is currently studying to obtain both her SHRM and SCP certifications.
