GENERAL DESCRIPTION:
This position is responsible for all aspects of human resource management for the Wyoming Game and Fish Department (500+ employees) with employees at various locations throughout the state as well as supervision of the agency human resource staff. Provide oversight and coordination of sensitive, complex, and critical human resource issues by providing leadership of HR programs and policies as they apply to payroll, employee relations, compensation, benefits, performance, staffing levels, training and employee discipline. Consult with senior management on strategic planning and agency policies. This position oversees the development and implementation of the agency's leadership development program and other training programs.

- Plans and implements agency human resources programs and procedures for the recruitment and selection, classification, salary administration, benefits, promotions, performance evaluation, training and development, employee engagement and grievances.
- Ensures compliance with policies and rules established by State Human Resource Division (HRD) and laws related to EEO, affirmative action and labor laws.
- Initiates and participates in position classification reviews.
- Coordinates recruitment and testing activities in conjunction with HRD.
- Oversees the preparation and processing of human resources documentation, including payroll processing, benefits administration and maintenance of human resources records.
- Reviews human resources actions and approves within designated authority levels.
- Hires, trains, supervises and evaluates performance of staff.
- Provides consultation and advice to managers, supervisors and employees on human resources issues.
- Researches human resources management and organization issues and challenges and formulates reports and recommendations to agency leadership.
- Coordinates problem solving procedures; confers with employees and employee representatives on issues and negotiates resolutions.
- Represents the agency in all human resources matters at all levels in state government.
- Participates in agency leadership team meetings and is an active participant in agency leadership decision making processes.
- Works with agency leadership to improve agency performance and effectiveness for key HR drivers such as optimizing people, performance, structure and resources.
- Is sought out for advice and counsel by others in the human resources community based on the level of knowledge and experience required at this level in the family.
- Participates in statewide human resources initiatives that are led by HRD.

PREFERENCES/**AGENCY REQUIREMENTS:
Preference may be given to individuals with a Bachelor's Degree in Human Resource Management or related field and experience in employee relations; compensation and benefits; training and development; recruitment and selection; and succession planning.
**Must have a valid driver's license.
KNOWLEDGE:
- Knowledge of the principles involved in business and organizational planning, and coordination/execution (operational planning, resource allocation, staff modeling, leadership techniques, production methods, organizational behavior etc.).
- Knowledge of various communication strategies to ensure consistent delivery of information.
- Knowledge of motivational strategies.
- Knowledge of automated human resource systems and associate software such as spread sheets, word processing, and data base management systems.
- Knowledge of group and team behavior strategies to help achieve organizational goals.
- Knowledge of problem solving techniques, and policies and practices involved in employee health and safety.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Human Resources)
PLUS
Experience:
3-5 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resource Manager I
OR
Education & Experience Substitution:
6-8 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resource Manager I
